Pebbly Beach (NSW 508) is the first beach in the park accessible by car, via the Mount Agony forestry road, with a steep descent into the little valley that faces onto Tranquility Bay. In the 19th century a sawmill operated on the flats behind the beach with a tramline running out to a wharf on the northern rock platform. Some of the rusted remains can still be seen. Today Pebbly is occupied by some holiday shacks and a camping area. An added attraction that has put Pebbly on the tourist circuit is the abundance of wildlife, particularly kangaroos and native birds that live there and even at times take to the beach and surf. The beach is 450 m long and faces southeast, with high spurs and rock platforms at either end.
